Can a fish tank that had brackish water be used as a freshwater tank?

i have a 55 gallon tank that i had brackish water that i drained about a year ago and still has the substrate in it. would i be able to clean it up good and use it as a freshwater tank for chiclids or would i have to set it up as brackish again?
